The Quality Service Review (QSR) is a unique opportunity for Virginia to begin to shift from measuring the quality of compliance within our local departments of social services to measuring the quality of practice to improve outcomes for children and families. The QSR is:
Through week long, on the ground reviews in a locality, the QSR has the opportunity to meet with the key members of a case and determine the practice level and systemic level strengths as well as those areas where continued improvement is still needed.
Virginia will pilot the QSR in November of 2010 and will begin roll-out across the Commonwealth in early 2011. We anticipate that it will take a multi-year approach to reach each locality with a QSR.
